Max Healthcare's Abhay Soi argues against price caps on hospital rooms, citing investment concerns.

Abhay Soi, Chairman of Max Healthcare, has voiced strong reservations about a proposed cap on private hospital room rates, suggesting it could hinder the expansion of healthcare infrastructure. His comments came during Max Healthcare's earnings call, where he addressed a Parliamentary panel's recommendation to limit room charges in private hospitals to the average tariff of three-star hotels nearby.

Balancing Affordability and Expansion

The recommendation is part of a broader report by the Parliamentary Standing Committee on Health and Family Welfare, which focuses on making healthcare more accessible and affordable. However, Soi emphasized the need to balance affordability with the necessity for new hospital beds and the viability of investments in the healthcare sector. "Wise minds will think otherwise," he remarked, urging policymakers to consider the full equation before implementing such caps.

Soi argued that the healthcare sector requires substantial capital investment and that an environment conducive to such investments is essential. He expressed confidence that the Ministry of Health would evaluate both affordability and investment viability before making a decision.

Max Healthcare's Expansion Plans

Despite the proposed price caps, Soi confirmed that Max Healthcare is not altering its expansion strategies. He stated that the company remains an efficient healthcare provider and sees potential opportunities for consolidation if the caps are implemented. "If there is any viable proposition for setting up hospitals, we believe we will have superior returns," he said.

He also highlighted the importance of policies that cater to the average rather than the outliers, underscoring Max Healthcare's position as an outlier in terms of efficiency.

Hospital Admission Guidelines

On a related note, Soi addressed new clinical guidelines from the General Insurance Council (GIC) designed to reduce unnecessary hospitalizations and health insurance claims. He clarified that hospital admissions are decisions made by doctors in consultation with insurance companies, not the hospitals themselves. "A hospital does not admit a patient, a doctor admits a patient," Soi explained.

The guidelines, which suggest when patients should be admitted and eligible for cashless insurance, have not impacted occupancy rates at Max Healthcare. Soi suggested that any standardization of admission protocols should be agreed upon by the Indian Medical Association (IMA).

His comments follow concerns from the Association of Healthcare Providers (India) (AHPI), representing over 21,000 hospitals, which warned against insurers using the guidelines to deny cashless approvals or reject claims.
