He emphasized the necessity for an environment conducive to investment, suggesting that a price cap might hinder the development of new facilities.

Max Healthcare's Strategic Response

Despite the potential implications of the price cap, Max Healthcare is not altering its expansion plans. Soi expressed confidence in the company's ability to achieve superior returns, even if the cap is implemented. He noted that efficient healthcare provision would allow Max Healthcare to capitalize on any opportunities for consolidation that might arise from the policy change.

Soi further commented, "We are efficient providers of healthcare. If there is going to be any sort of risk-free returns available or if there’s any viable proposition for anyone to set up hospitals, we believe we will have superior returns relative to that."

Challenges in Hospital Admission Protocols

In addition to the price cap issue, Soi addressed concerns regarding hospital admission protocols. Responding to the General Insurance Council's new guidelines aimed at reducing unnecessary hospitalizations, Soi clarified that admission decisions rest with doctors, not hospitals. "A hospital does not admit a patient, a doctor admits a patient. This is a matter between insurance companies and clinicians," he explained.

The guidelines propose criteria for hospital admissions, particularly for common ailments, to manage rising insurance claims. The Association of Healthcare Providers (India) has warned against using these guidelines to deny cashless insurance claims, emphasizing they should be treated as recommendations.

Soi's remarks reflect the ongoing tension between regulatory efforts to make healthcare affordable and the operational realities faced by private healthcare providers. As the debate continues, stakeholders are urged to consider both affordability and the sector's growth needs.
