Max Healthcare's Abhay Soi argues against a universal price cap on hospital rooms, citing investment concerns.

Amid ongoing discussions about healthcare affordability, Abhay Soi, Chairman of Max Healthcare, has voiced his concerns regarding a proposed price cap on private hospital room rents. This proposal is part of a report by the Parliamentary Standing Committee on Health and Family Welfare, which suggests that room charges in private hospitals should not surpass the average rates of three-star hotels in nearby areas.

Concerns Over Investment Viability

Soi addressed these concerns during Max Healthcare's earnings call, emphasizing the need to balance affordability with the requirements for new hospital beds and investment viability. He stated, "The recent committee report speaks about affordability, but one needs to look at another important aspect, which is the need for new hospital beds and viability. Both need to go hand in hand."

He further noted that the healthcare sector requires significant capital investment, and a conducive environment is crucial for building new facilities. Soi expressed confidence that the Ministry would consider these factors when evaluating the proposal.

Impact on Max Healthcare's Expansion Plans

Soi assured stakeholders that the proposed price cap would not deter Max Healthcare's expansion plans. He highlighted the company's efficiency in healthcare delivery and suggested that if the price cap leads to any risk-free returns or viable propositions for setting up hospitals, it could present an opportunity for consolidation.

"We are efficient providers of healthcare. If there is going to be any sort of risk-free returns available or if there’s any viable proposition for anyone to set up hospitals, we believe we will have superior returns relative to that," Soi remarked.

Hospital Admission Protocols

Addressing another issue, Soi commented on the new clinical guidelines from the General Insurance Council (GIC) aimed at reducing unnecessary hospitalizations. He clarified that hospital admission decisions should be a matter between doctors and insurance companies, not the hospitals themselves.

"A hospital does not admit a patient; a doctor admits a patient. This is a matter between insurance companies and clinicians. If the doctor says admit the patient, we admit the patient. If they say admission is not required, we cannot admit the patient," Soi explained.

His comments align with the position of the Association of Healthcare Providers (India), which has cautioned against insurers using the guidelines to deny cashless approvals or reject claims. The association represents over 21,000 hospitals and views the guidelines as advisory rather than prescriptive.
