Max Healthcare's Abhay Soi argues against a blanket cap on hospital room prices, citing investment needs.

In a recent earnings call, Abhay Soi, Chairman of Max Healthcare, voiced his concerns over a proposed cap on private hospital room rates, a recommendation from the Parliamentary Standing Committee on Health and Family Welfare. The committee suggests that room charges in private hospitals in major cities should not exceed the average rates of three-star hotels nearby.

Balancing Affordability with Investment Viability

Soi emphasized the need to balance affordability with the demand for new hospital beds and the overall viability of investments in the healthcare sector. He believes that once these factors are fully considered, policymakers may rethink the blanket price cap. "The recent committee report speaks about affordability, but one needs to look at another important aspect, which is the need for new hospital beds and viability," Soi stated.

According to Soi, the healthcare sector requires significant capital investment, and a conducive environment is crucial for building new hospitals. He expressed confidence that the Ministry of Health would consider these aspects carefully.

Impact on Max Healthcare's Expansion Plans

Despite the proposed price cap, Max Healthcare is not reconsidering its expansion plans. Soi highlighted the company's efficiency in healthcare delivery, suggesting that any viable investment opportunities could lead to superior returns for the organization. He sees potential for consolidation if the price cap is implemented, stating, "We are efficient providers of healthcare. If there is going to be any sort of risk-free returns available or if there’s any viable proposition for anyone to set up hospitals, we believe we will have superior returns relative to that."

Hospital Admission Norms and Insurance Guidelines

Soi also addressed the General Insurance Council’s new clinical guidelines aimed at reducing "unnecessary hospitalisation" and managing rising health insurance claims. He argued that hospital admission decisions should be a matter between doctors and insurance companies rather than hospitals. "A hospital does not admit a patient, a doctor admits a patient. This is a matter between insurance companies and clinicians," Soi explained.

The Association of Healthcare Providers (India), representing over 21,000 hospitals, has responded to the guidelines by stating they should be seen as advisory rather than mandatory. They warned against using these guidelines to deny cashless approvals or reject claims.
