Abhay Soi Challenges Proposed Price Caps on Private Hospitals

Abhay Soi, Chairman of Max Healthcare, has raised concerns over a proposed price cap on private hospital room rates, suggesting that such measures could hinder the necessary expansion of healthcare facilities. Speaking during a Max Healthcare earnings call, Soi argued that a balance must be struck between affordability and the viability of investments in new hospital infrastructure.

Concerns Over Investment Viability

The Parliamentary Standing Committee on Health and Family Welfare recently recommended that room rates in private hospitals should not surpass the average prices of nearby three-star hotels. This suggestion aims to enhance the affordability of healthcare services. However, Soi believes that this approach might overlook the critical need for investment in healthcare infrastructure. “Wise minds will think otherwise,” Soi remarked, emphasizing that both affordability and investment viability should be considered.

Soi highlighted the necessity for substantial capital infusion into the healthcare sector to facilitate the construction of new hospital beds, arguing that the environment must be conducive to such investments. “We believe the sector will require a lot more capital and you have to have an environment which is both viable and conducive to investments for hospitals to be built,” he stated.

Max Healthcare's Expansion Strategy

Despite the potential for price caps, Soi assured stakeholders that Max Healthcare's expansion plans remain unchanged. He expressed confidence that the company would continue to achieve superior returns due to its operational efficiency. Soi suggested that if the price cap were implemented, it might create opportunities for consolidation within the industry. “Eventually, any policy has to cater to the mean, not to the outliers, and as far as efficiency is concerned, we are outliers,” Soi asserted.

Hospital Admission Protocols and Insurance

On a related note, Soi addressed the General Insurance Council’s new guidelines aimed at reducing unnecessary hospital admissions that lead to increased health insurance claims. These guidelines instruct hospitals on the admission criteria for patients with common ailments. However, Soi clarified that the decision to admit a patient lies with doctors and not hospitals. “A hospital does not admit a patient, a doctor admits a patient. This is a matter between insurance companies and clinicians,” he explained.

The Association of Healthcare Providers (India) has also voiced concerns, warning against insurers potentially using the guidelines to deny cashless insurance claims. Soi emphasized that while hospitals provide logistical support, the ultimate decision on admissions should be standardized in agreement with medical professionals and insurance entities.
