Abhay Soi Challenges Proposed Price Caps on Private Hospitals

Max Healthcare Chairman Abhay Soi has voiced concerns over a Parliamentary panel's recommendation to impose a price cap on private hospital room rents. Speaking during an earnings call, Soi argued that such a measure could hinder the creation of new hospital beds and affect the viability of future investments in the healthcare sector.

Parliamentary Panel's Recommendations

The Parliamentary Standing Committee on Health and Family Welfare recently suggested that the basic room charges at private hospitals in metropolitan areas should not exceed the average room rates of three-star hotels in nearby areas. This recommendation aims to enhance the affordability and accessibility of healthcare services in both public and private sectors.

Soi countered this proposal by emphasizing the necessity of balancing affordability with the need for hospital expansion and investment. He remarked, “Once you take that equation into account, wise minds will think otherwise.”

Impact on Hospital Investments

Soi highlighted that the healthcare sector requires substantial capital investment to build new facilities. He stressed that a conducive investment environment is crucial for hospitals to thrive. Despite the proposed price caps, Soi assured that Max Healthcare is not altering its expansion plans. He believes the company's efficient service delivery will yield superior returns even if the caps are implemented.

“We are efficient providers of healthcare. If there’s any viable proposition for setting up hospitals, we believe we will have superior returns relative to that,” Soi stated, adding that any policy should cater to the average needs rather than being influenced by outliers.

Hospital Admission Protocols

Addressing the General Insurance Council's (GIC) new clinical guidelines, Soi noted that hospital admissions should be determined by doctors and insurance companies, rather than hospitals themselves. The GIC guidelines aim to reduce unnecessary hospitalizations and manage rising health insurance claims by advising when patients should be admitted for common ailments.

Soi clarified that hospitals provide logistics, infrastructure, and services, while the decision to admit a patient lies with the attending doctors. “The call to admit or not admit a patient lies solely with the doctors,” he said, suggesting that any standardization of admission criteria should be agreed upon by the Indian Medical Association (IMA).

His comments come after the Association of Healthcare Providers (India) (AHPI) expressed concerns over the guidelines, warning against insurers using them to deny cashless approvals or reject claims.
