Abhay Soi Challenges Proposed Price Cap on Private Hospitals

Abhay Soi, Chairman of Max Healthcare, has voiced concerns over a proposed price cap on private hospital room rents, arguing that such a measure could hinder the development of new hospital infrastructure. Speaking during Max Healthcare's earnings call, Soi emphasized the necessity of balancing affordability with the need for new hospital beds and investment viability.

Debate Over Price Caps

The discussion arises from a recommendation by the Parliamentary Standing Committee on Health and Family Welfare, suggesting that room charges in private hospitals in major cities should not exceed the average rates of nearby three-star hotels. This proposal is part of a broader report addressing healthcare affordability and accessibility.

Soi highlighted that while the committee focuses on affordability, it is crucial to consider investment needs to ensure continued growth in hospital infrastructure. "Once you take that equation into account, wise minds will think otherwise," he stated, urging for policies that are conducive to both investment and expansion.

Impact on Hospital Expansion

Despite the potential implications of the proposed price cap, Soi assured that Max Healthcare is not revising its expansion plans. He expressed confidence in the group's ability to deliver efficient healthcare services and achieve superior returns, even amid regulatory changes. "If there’s any viable proposition for anyone to set up hospitals, we believe we will have superior returns relative to that," Soi remarked.

He added that any policy should address the average market conditions rather than targeting exceptions, noting that Max Healthcare considers itself an outlier in terms of efficiency.

Hospital Admission Protocols

Addressing another regulatory issue, Soi commented on new clinical guidelines by the General Insurance Council (GIC), which aim to curb unnecessary hospitalizations and rising insurance claims. He clarified that decisions regarding patient admissions are the responsibility of doctors, not hospitals, and that insurance companies should coordinate with clinicians on such matters.

The guidelines suggest criteria for hospital admission eligibility, particularly for common fevers and infectious diseases, determining when patients qualify for cashless insurance. Soi stated, "If the doctor says admit the patient, we admit the patient. If they say admission is not required, we cannot admit the patient."

His comments come in response to concerns raised by the Association of Healthcare Providers (India), which represents over 21,000 hospitals. The association has warned against using these guidelines to deny cashless insurance approvals or reject claims.
