Abhay Soi Challenges Private Hospital Price Cap Proposal

Abhay Soi, Chairman of Max Healthcare, has voiced his concerns over a parliamentary proposal to cap private hospital room rents. During a recent Max Healthcare earnings call, Soi emphasized the importance of balancing affordability with the need for new hospital infrastructure and investment viability.
Concerns Over Investment and Infrastructure
The Parliamentary Standing Committee on Health and Family Welfare has recommended that room charges in private hospitals should not exceed the average rates of three-star hotels in nearby areas. However, Soi argues that such a cap could impede the development of necessary hospital beds and investment in the healthcare sector. He believes that once these factors are considered, policymakers might rethink the blanket cap proposal.
“We need an environment conducive to investments for hospitals to be built,” Soi stated. He stressed that the healthcare industry requires substantial capital, and any policy should support a balance between affordability and investment viability.
Max Healthcare's Strategic Approach
Despite the proposed price caps, Soi assured stakeholders that Max Healthcare's expansion plans remain unchanged. He highlighted the company's efficiency in providing healthcare and suggested that potential price caps might even present opportunities for consolidation within the sector.
“If there’s a viable proposition for setting up hospitals, we believe we will have superior returns,” Soi added. He emphasized the importance of policies that cater to the average needs rather than focusing on outliers.
Hospital Admission Guidelines
Addressing concerns about hospital admission norms, Soi commented on the General Insurance Council's new guidelines aimed at reducing unnecessary hospitalizations. He clarified that decisions about patient admissions should be between doctors and insurance companies, not hospitals.
“A hospital does not admit a patient; a doctor does,” Soi stated. He explained that hospitals provide logistics and services, while the decision to admit lies with clinicians. Soi's remarks came after the Association of Healthcare Providers (India) expressed concerns about insurers potentially using the guidelines to deny claims.
